Органичная инновационность для органичной модернизации России

Abstract

The paper examines the current conceptual and practical approaches to the implementation of modernization on the innovative basis (taking into account the specifics of social formation), providing the innovation process, as well as to the development of mechanisms to encourage innovative behavior at the municipal level of Tyumen region. Special emphasis is placed on the theoretical and methodological analysis of the relationship of business economy and the new social configuration, providing the innovation process. A new category of «substantial (organic) innovation» is introduced into the scientific terminology; the key role of municipalities in the dissemination of innovative entrepreneurial way of life in the chain «an individual – an enterprise – a municipality – a region» is pointed out as the leading method of providing a high level of productivity, standard of life and long-term competitiveness; the differences in the innovative behavior of the population of municipalities on the basis of the study of the influence of economic culture of municipal employees in the cities of Zavodoukovsk and Ishim on their innovative behavior. The proposed approach combines the socio-economic and socio-cultural aspects of organic innovative development with a particular emphasis on the level of municipalities. Basing on the research, the priorities for the formation of a new configuration for the Russian society, providing an organic modernization on the basis of innovative development, are identified; two mechanisms of stimulation of innovative activity of the population at the municipal level are proposed.

В статье рассматриваются современные концептуальные и прикладные подходы к осуществлению модернизации на инновационной основе с учетом особенностей формирования социума, обеспечивающего инновационный процесс, а также выработке механизмов стимулирования инновационного поведения на уровне муниципальных образований Тюменской области. Особый акцент делается на теоретический и методологический анализ взаимосвязи предпринимательской экономики и новой конфигурации социума, обеспечивающего инновационный процесс. В научный оборот вводится новая категория «органичная инновационность», отмечена ключевая роль муниципальных образований в распространении предпринимательского инновационного образа жизни в системе «человек – предприятие – муниципальное образование – регион» в качестве ведущего способа, обеспечивающего высокий уровень производительности труда, качества жизни и долгосрочную конкурентоспособность, показаны различия в инновационном поведении населения муниципальных образований на основе проведенного исследования влияния экономической культуры муниципальных служащих городов Заводоуковска и Ишима на их инновационное поведение. Предлагаемый авторами подход комбинирует социально-экономические и социокультурные аспекты органичного инновационного развития с особым акцентом на уровень муниципальных образований. На основе проведенного исследования определены приоритеты формирования для России новой конфигурации социума, обеспечивающего органичную модернизацию на основе инновационного развития, предложены два механизма стимулирования инновационной активности населения на уровне муниципальных образований.
