Применение концепции умного устойчивого города в решении проблем пространственного развития Арктической зоны России

Abstract

Исследуется применение концепции умного устойчивого города в решении проблем пространственного развития Арктической зоны страны. Выделены три исследовательские задачи – определение ключевых аспектов данной концепции; уточнение проблем пространственного развития Арктики и рассмотрение вопросов законодательного регулирования реализации концепции умного устойчивого города в решении проблем пространственного развития Арктической зоны России. В основу исследования положен принцип неразрывной взаимосвязи и взаимозависимости устойчивого пространственного развития Арктики и цифровой трансформации, экономической эффективности городов АЗРФ и качества жизни в них. Как рекомендация, предлагается четкое позиционирование государства относительно институционализации темы smart city в АЗРФ и объединение усилий различных ведомств, занимающихся реализацией цифровых проектов, в решении проблем пространственного развития АЗРФ.

The application of the concept of smart sustainable cities in solving the problems of spatial development of the Arctic zone of the country is considered in the article. Three following research tasks have been identified: identification of key aspects of the concept; clarification of the problems of spatial development of the Arctic; and consideration of issues of legislative regulation of the implementation of the concept of a smart sustainable city in solving the problems of spatial development of the Arctic zone of Russia. The research is based on the principle of inseparable interrelation and interdependence of sustainable spatial development of the Arctic and digital transformation, economic efficiency of cities in the Arctic zone of Russia and the quality of life in them. As a recommendation, the authors propose a clear positioning of the state regarding the institutionalization of the smart cities in the Arctic zone of Russia and combining the efforts of various departments involved in the implementation of digital projects in solving the problems of spatial development of the Arctic zone of Russia.
