Langue regionales et langues nationales

Abstract

In this article, written within the framework of «Ecology of the Language», the author relies on the works of Great Philosophers, historical texts, and the recent laws in the educational sphere and parliamentary debates about the status of «mother tongue», «regional language», «national language», and American English as a «global language», when sketching the linguistic situation in nowadays France. The problem of linguistic stratification within the borders of France is foregrounded with special attention paid to the equivocal attitude of the French people towards the decision of the Education Ministry to assign English the status of the language of the education. In the following ten chapters, the author explains why the French intellectuals treat the issue of language policy dramatically, and concentrates on the myths of the origin of languages, especially those that are connected with «Indo-European» genetic theories. While explaining the state policy, the author regards varieties of national and regional languages and touches upon historical, educational and administrative issues. Severe discussion in the French mass media of turning American English into the «Global language» and the only language of education became the major focus of the article. In this regard, the historical issues of Latin and Greek as international languages and languages of education are attracted to compare them with the contemporary status of «the Global Language». The ratio «one language – one people» is regarded as the most controversial point of language ecology. Other points include the identity capacity of every language and dialect and the aporic character of the linguistic situation in France.

Le présent article traite de la situation linguistique en France d’aujourd’hui. En se basant sur des oeuvres fondamentales des grands philosophes, historiens et juristes, l’auteur de l’article parle de la corrélation entre les langues régionales et les langues nationales en s’arrêtant sur le problème de la langue anglaise en tant que lingua franca. L’auteur prête une attention particulière à la loi promue par le Ministère de l’éducation nationale sur le statut de la langue anglaise dans le système de l’enseignement supérieur en France. L’article analyse la réaction de la société française en soulignant les aspects historiques et philosophes de la politique languagière en France à l’aune d’une grande diversité des variantes du français langue nationale. En s’appuyant sur les exemples du grec et du latin ayant connu une longue période de l’épanouissement au niveau mondial, l’auteur présente une polémique argumentée sur le statut de l’anglais en tant que langue unique de la communication internationale. Un des aspects les plus importants du problème traité dans l’article est le rapport «une nation – une langue» ce qui ne minimise pas pourtant l’importance des langues régionales. A titre de conclusion, l’auteur souligne l’aspect aporique de la situation linguistique en France.

Для обрисовки лингвистической ситуации во Франции на современном витке истории автор использует философские работы, исторические тексты, последние законодательные акты в области образования, протоколы дебатов в Сенате Франции и Конгрессе США относительно статуса «родного языка», «регионального языка», «национального языка» и «английского как всемирного языка». Автор подчеркивает необычайную серьезность проблемы лингвистической стратификации языков в пределах такой страны, как Франция. Особое внимание уделяется неоднозначной реакции французов на рекомендацию министерства образования придать английскому языку статус языка образования. В десяти главах автор объясняет, почему вопрос языковой политики является необычайно болезненным для французской интеллигенции. Кроме того, Марийо акцентирует внимание на мифах о происхождении языков, которые связаны с «индоевроцентризмом». Объясняя государственную политику в отношении национальных и региональных языков, он затрагивает вопросы образования и администрирования в свете признания того, что существует множество вариантов французского языка. В статье представлена полемика, развернувшаяся в прессе вокруг идеи признания английского языка в качестве «всемирного» и необходимости его введения как языка обучения. В связи с этим вопросом автор обращается к истории функционирования латыни и греческого как языков международного общения и языков обучения. Соотношение «один язык – один народ» рассматривается в качестве одного из аспектов экологии языка. Среди других проблем рассматривается тезис о ценности каждого языка и диалекта как инструмента самоидентичности. Подводя итог, автор приходит к выводу об апорическом характере лингвистической ситуации во Франции.
