Большие вызовы новой России и развитие инновационных систем ее регионов

Abstract

The emergence of a new Russia began, which differs from the Soviet and pre-Soviet, yet still Russia. It is time to discuss the main differences of the emerging Russian society and its regional communities from the «transit» ones. It is also time to understand how the regions of Russia can respond most adequately to the great challenges that it has already faced at the present stage of the global development, and which are already named in the new Strategy for Scientific and Technological Development of the Russian Federation (2016). There, the task of building an «integral national innovation system» (NIS) is sparingly, but capaciously formulated. The results of many modernization studies under the program «Problems of the Sociocultural Evolution of Russia and Its Regions», presented in hundreds of publications and summarized in the «Atlas of Modernization of Russia and its Regions», allow to draw an important conclusion: NIS of Russia can become integral and effective if it grows out of regional innovation systems (RIS) as the primary level of NIS. This article contains a description of the main elements of RIS and ways of their development, rooting in the socioeconomic, sociocultural and administrative practices of the regions, taking into account the cultural and historical characteristics of each region.

Началось становление новой России, отличающейся от советской и досоветской, при этом – именно России. Пора обсудить главные отличия возникающего российского общества и его региональных сообществ от «транзитных». И постараться уяснить, как наиболее адекватно могут ответить регионы России на большие вызовы, с которыми ей пришлось столкнуться на современном этапе глобального развития и которые уже названы в новой Стратегии научно-технологического развития РФ (2016 г.). В ней скупо, но емко сформулирована задача строительства «целостной национальной инновационной системы» (НИС). Результаты многих исследований модернизации по программе «Проблемы социокультурной эволюции России и ее регионов», представленные в сотнях публикаций и обобщенные в «Атласе модернизации России и ее регионов», позволяют сделать важный вывод: НИС России может стать целостной и эффективной, если будет вырастать из региональных инновационных систем (РИС) как первичного уровня НИС. Настоящая статья содержит характеристику основных элементов РИС и способов их развития, укоренения в социоэкономических, социокультурных и управленческих практиках регионов, с учетом культурно-исторических особенностей каждого региона.
