Abstract

Опыт развития многих стран «третьего мира» показывает, что смена правительств – гражданских или военных – и последующие перестановки чиновников не изменяют, по существу, политической роли бюрократии. Она была и остается одним из главных участников процесса принятия важнейших государственных решений.

The highest Nigerian bureaucracy is one of the participants of the process of decision-making irrespective of the type of political regime. It is not that numerous and includes permanent secretary of the Ministries, their deputies, chiefs of the divisions, etc. Nigerian Civil Service still remains the autonomous body. The attempts of some governments to control the bureaucracy have failed.
