Accommodation affordability in the public opinion of citizens (based on a poll among Tyumen residents)

Abstract

This article examines social aspects of the accommodation problem in modem Russia, the impact of accommodation provision on demographic characteristics, social reproduction, and mentality. The article justifies the importance of sociological studies of the accommodation problem. The results of the panel survey, conducted in 2008 and 2013 are reflected in detail. The purpose of the survey was to investigate the satisfaction of the Tyumen city residents with their accommodation, their prospects for its improvement, and their attitude to the state program «Affordable Accommodation». In particular, awareness of citizens on the priority of the national project’s implementation, the citizens assessment of the effectiveness of the program’s separate directions (modernization of accommodation and communal services, the use of maternity capital, benefits for individual accommodation for large families, increasing the availability of mortgages, providing accommodation for public sector employees, etc.), obstacles to the implementation of the program «Affordable Accommodation», the intentions of citizens in terms of improving their living conditions in the next 5-7 years, and the ways to acquire public accommodation are examined. The survey results suggest that over the last 5 years there has been a significant improvement in public opinion ratings of individual results of the program. Improvements in the living conditions of public sector employees and young families are considered by Tyumen city residents as most effective programs, while at the same time attitudes to a mortgage, which has recently become a real tool for improving living conditions, are rather negative.

В данной статье рассматриваются социальные аспекты проблемы размещения в современной России, влияние предоставления жилья на демографические характеристики, социальное воспроизводство и менталитет. В статье обосновывается важность социологических исследований проблемы размещения. Здесь подробно отражены результаты панельного опроса, проведенного в 2008 и 2013 годах. Целью опроса было изучение удовлетворенности жителей города Тюмени своим жильем, перспектив его улучшения и их отношения к государственной программе «Доступное жилье». В частности, информированность граждан о приоритетности реализации национального проекта, оценка гражданами эффективности отдельных направлений программы (модернизация жилищно-коммунального хозяйства, использование материнского капитала, льготы на индивидуальное жилье для многодетных семей, повышение доступности ипотеки, обеспечение жильем населения). работники сферы и т.д.), препятствия на пути реализации программы «Доступное жилье», намерения граждан в плане улучшения своих жилищных условий в ближайшие 5-7 лет, также рассматриваются способы получения жилья в общественных местах. Результаты опроса свидетельствуют о том, что за последние 5 лет в общественном мнении произошло значительное улучшение оценок отдельных результатов программы. Улучшение жилищных условий работников бюджетной сферы и молодых семей рассматривается жителями Тюмени как наиболее эффективные программы, в то же время отношение к ипотеке, которая в последнее время стала реальным инструментом улучшения жилищных условий, скорее негативное.
