О работе Совета Федерации Федерального Собрания Российской Федерации по укреплению позиций русского языка на территории Российской Федерации

Abstract

The article describes the work of the Council of Federation of the Federal Assembly of the Russian Federation, aimed at strengthening the position of the state language of the Russian Federation, maintaining its high status and provision of language literacy of the population. The authors give a classification of the participation form, which are used by the Council of Federation in the maintenance of the status of the Russian language: legislative (including the adoption of bills that do not meet the goal of strengthening the positions of the Russian language on the territory of the Russian Federation), participation in conferences, educational TV programs, roundtables, conducting government hours, organization of the Year of Culture in the federal Subjects. The article describes the laws relating to issues of strengthening the positions of the Russian language on the territory of the Russian Federation, recently reviewed and accepted, and rejected by the Council of Federation of the Federal Assembly of the Russian Federation. The authors give a description of the content of the bills, and the reasons for its adoption or rejection. The article also describes activities conducted by Council of Federation of the of the Federal Assembly of the Russian Federation that promote the Russian language on the territory of the country: participation in the international conference at the «Russian language between Europe and Asia», the international humanitarian forum the «Russian language in the dialogue of cultures», the round table on the «Russian language as a key factor in promoting the values of the Russian culture and the unity of Russian society: the way of conservation and development», holding the «government hour» to hear the reports of science, culture, and art workers, and the representatives of the Russian Federation Government. The authors also show on the example of the Council of Federation of the Federal Assembly of the Russian Federation that in the modern conditions the upper house of parliament is actively involved in the implementation of state policy in the sphere of language protectionism.

В статье рассмотрена работа Совета Федерации Федерального Собрания Российской Федерации, направленная на укреплении позиций государственного языка Российской Федерации, поддержание его высокого статуса и обеспечение языковой грамотности населения страны. Авторами дается классификация форм работы Совета Федерации в сфере поддержания статуса русского языка: законотворческая (в том числе – отклонение законопроектов, не соответствующих цели укрепления позиций русского языка на территории Российской Федерации), участие в тематических конференциях, телевизионных просветительских передачах, круглых столах, проведение правительственных часов, проведение Года культуры в субъектах федерации. В статье дается описание законопроектов, касающихся вопросов укрепления позиций русского языка на территории Российской Федерации, недавно рассмотренных и принятых, а также отклоненных Советом Федерации Федерального Собрания Российской Федерации. Авторами дается описание содержание законопроектов и причин его принятия или же отклонения. Также в статье дается описание проведенных Советом Федерации Федерального Собрания Российской Федерации мероприятий, способствующих укреплению русского языка на территории страны: участие в международной конференции «Русский язык между Европой и Азией», в проведение международного гуманитарного форума «Русский язык в диалоге культур», проведение круглого стола на тему «Русский язык как ключевой фактор продвижения ценностей российской культуры и единства российского общества: пути сохранения и развития», проведение «правительственного часа» с заслушиванием докладов деятелей науки, культуры, искусства и представителей Правительства Российской Федерации. На примере анализа практики работы Совета Федерации Федерального Собрания Российской Федерации показывается, что в современных условиях верхние палаты парламентов активно участвуют в осуществлении государственной политики в сфере языкового протекционизма.
