Повышение эффективности предупреждения нарушений законности в деятельности сотрудников дежурных частей территориальных органов МВД России

Abstract

Дежурная часть – важнейшее оперативное подразделение территориальных органов МВД России, в которое гражданин может обратиться за помощью для восстановления и защиты нарушенных прав в любое время суток. От эффективности работы дежурных частей, профессионализма и нравственных качеств их сотрудников во многом зависят результаты деятельности органа внутренних дел в целом. В статье на основе действующих нормативных правовых актов и правоприменительной практики анализируются вопросы предупреждения нарушений законности в деятельности сотрудников дежурных частей территориальных органов МВД России при приеме заявлений и сообщений о преступлениях, а также при работе с доставленными и задержанными лицами. Сделан вывод о необходимости ужесточения контроля за состоянием дисциплины и законности в служебных коллективах дежурных частей, предложены конкретные профилактические меры.

The control room (dispatch center) is one of the most important operational units of the territorial bodies of the Ministry of Internal Affairs of Russia. A citizen can apply to it for help to restore and protect the violated rights at any time of the day. The results of the activities of the body of internal affairs as a whole largely depend on the efficiency of the activities of the control units, the professionalism and moral qualities of their employees. The issues of preventing the violations of legality in the activities of the control units' officers of the territorial bodies of the Ministry of Internal Affairs of Russia when receiving crime reports, as well as dealing with the delivered and detained persons, are analyzed in the article on the basis of existing departmental normative legal acts and law enforcement practice. It is concluded that there is a need to tighten control over the state of discipline and legality among the staff of police dispatch centers. Specific preventive measures are proposed.
