Проблемы формирования концепции публичного управления современным городом и пути их решения

Abstract

The article is devoted to the study of the problems of the formation of the concept of urban management and the proposal of ways to solve them in order to ultimately eliminate the existing problems of modern cities. The article widely uses the method of dialectics and substantiates the relationship between urban and state governance. The author of the article comes to conclusions about the possibility of improving public administration by studying the public administration of the city, about the plurality of classifications of cities, about the need to consider the concepts of city management in the system of strategic management of the development of a modern city. The main problems of public administration include the absence of a developed concept for the development of public administration in the city, not solving the issue of the subject of the development of the concept of urban administration, insufficient funding for the formation of concepts of public administration in a modern city. To solve the identified problems, the author of the article proposes to develop a theoretical basis for the public administration of a city, reveals the stages of the formation of the concept of urban governance, notes his own vision of the interaction of subjects of urban governance in developing the concept of public administration in a modern city, substantiates the need for active participation of the urban population in solving certain problems in life cities.

Статья посвящена изучению проблем формирования концепции городского управления и предложению путей их решения для устранения в конечном счете существующих проблем современных городов. В статье широко используется метод диалектики и обосновывается взаимная связь между городским и государственным управлением. Автор статьи приходит к выводам о возможности совершенствования государственного управления за счет исследования публичного управления городом, о множественности классификаций городов, о необходимости рассмотрения концепций городского управления в системе стратегического управления развития современным городом. К основным проблемам публичного управления отнесены отсутствие разработанной концепции развития публичного управления городом, нерешение вопроса о субъекте разработки концепции городского управления, недостаточное финансирование формирования концепций публичного управления современным городом. Для решения выявленных проблем автор статьи предлагает разработать теоретическую основу публичного управления городом, раскрывает этапы формирования концепции городского управления, отмечает собственное видение взаимодействия субъектов городского управления при разработке концепции публичного управления современным городом, обосновывает необходимость активного участия городского населения в решении тех или иных проблем в жизни города.
